Why balance is needed
Cascade charges tokens for successful delivery of a message with OTP or a link (WhatsApp/Telegram/SMS channel). Shortening a URL via /links/shorten without sending does not charge delivery tokens.

What to do on error
If POST /otp/send responds with success: false and text about insufficient tokens:
- Open the cabinet → balance / top-up.
- Top up.
- Retry the request.
